This layer holds the questions Interwoven Arts CIC is openly working through — methodology still being refined, frameworks with unresolved threads, decisions pending, evidence incomplete. Each note carries one open question: what it is, the context that gives rise to it, the options or positions considered, the evidence that bears on it, and the criteria that would let it close.
When an open question is closed, the note is updated to record the closure: what was decided, on what basis, and where the settled position now lives. The original question remains in place.
